How do you STYLE hair like this?

I got layers like Bill Kaulitz(guy) but my hair is permed but it's naturally straight. But i kinda want my hair like this:

How do you STYLE hair like this?

Part it deeply to the side, comb it all over, tease it a little bit, spike a few pieces out with texturizer or light gel and top with hairspray. I think that's really cute. My hair is kind of cut like that, and I think I'm going to steal it. :)
